What is the goal of this project?
The goal of this project is to create a comprehensive plan for development of the Chelatchie Prairie Rail-Trail system. The planning efforts will help define the overall goals, standards and approach to develop a premiere regional rail/trail attraction.

When did the County acquire the railroad right-of-way?
Clark County acquired the Chelatchie Prairie railroad right-of-way in 1985. The existing rail line, also known as the Lewis and Clark Railroad, extends thirty-three miles diagonally through the county from Burnt Bridge Creek at Interstate 5, to the site of an old paper mill a few miles from Yale Reservoir. Clark County acquired the right-of-way both for commercial transportation use and as a trail corridor. The rail is currently leased by Clark County to several rail operators and is actively being used for light-industrial rail commerce and passenger excursion trips.

Project AreaWhat is the schedule for this project?
The schedule calls for planning and public outreach efforts during the summer and early fall of 2007, including two public open house meetings to assist the trail alignment planning process. The alignment plan, design guidelines, education and outreach and development recommendations will be refined through the fall and winter of 2007, with a final plan in place by summer of 2008.

Why does the rail line have different names?
Historically the county has referred to the rail line depending on the rail’s operator. It has been referred to as: the Chelatchie Prairie Rail Road; the Lewis and Clark Rail Road; the Clark County Rail Road; and the Portland, Vancouver, and Yakima Railway Co.

Who operates the rail line currently?
The Portland Vancouver Junction Railroad currently holds the county lease and operates the line from Burnt Bridge Creek to south of Heisson. The Battle Ground, Yacolt, and Chelatchie Prairie Railroad Association (BYCX) also operates excursion trains out of Yacolt.

What is the total budget for this project?
This project is for initial planning, not final design or construction. The budget is approximately $231,000.

How is this project funded?
Funding for this project comes from a Federal Transportation Enhancement grant, Park Regional Real Estate Excise Taxes, which are paid whenever a property is sold, and the Clark County Road Fund.
